im currently looking at doing my Premium career diving package in Scotland, and one of the certificates is an SQA inspection diver award.. is this award equivilant to a 3.1u ?

No. There is no equivalent to a 3.1u the only way to get a 3.1u is through TWI, either in their middlesboro base, or in thailand through their partner Mermaid. There used to be another underwater inspection ticket through Lloyds, but it became less accepted in industry, and i believe it is now discontinued.
I think the SQA cert. is aimed more at inshore diving, although i would be dubious if any client or company would ask for or accept it as an inspection certificate. If something needs to be inspected, then client procedures and insurance would normally dictate 3.1u conformity. This seems to be aimed more at inexperienced divers getting an aquaintance with the work involved
