There is nothing stopping you borrowing kit from someone you know and jumpng into a body of water uncertified.
BUT...
most bodies of water are OWNED by somoeone with a LIABLILTY INSURANCE, and therefore would need to see your cert card before allowing you to dive.
You can also get into the sea, and most of the time you wont be asked by anyone.
but would you get into a plane and fly somewhere without the training?
anyone who decides to try diving without proper instruction is a candidate for the DARWIN awards!

Of course you need to be qualified if you value your lungs!!!!!
