My boyfriend is keen to learn to dive. Is it possible to do his theory and pool sessions in the UK and then do his openwater dives at a different centre abroad? Does anyone have any recommendations

Yep it's possible - called an Open Water Referral Course and becoming very popular as you a) don't have to waste your hard earned holiday time studying in a classroom (or studying anywhere in fact) and b) you don't have to experience the cold and dark underwater world of the UK.

Downsides are that it'll probably cost you a little bit more than a "normal" OW course as both dive centres want to make a bit of money out of you - and that there's something to be said for experiencing the cold and dark waters of the UK, makes you appreciate warm and clear water more and can prepare you for if a clear dive ever goes to pot and the visibility deteriorates.

That said, you can always have a UK dive once you're qualified to experience it then!

Anyway, as for places to go, blimey take your pick. Personal recommendations are as follows, depending on whether you want to travel near or far...

Near:-

Malta - Aquaventure
Gozo - Atlantis Diving

Far:-

Maldives - anywhere, seriously anywhere it's bloody marvellous
Thailand - Paradise Dive in Phuket
Antigua - Jolly Dive
Florida Keys - Amoray Dive Resort

All of the above can be easily found with a google search - I've only recommended them as I've dived with them, not saying they're the best or better than anyone else, I just know they don't suck!

And choose your season carefully for the far ones as you don't want to hit rainy season or rough seas...

I've done this.

I've just completed my referral and I'm off to Cyprus next week to complete the course.

I've dived with the centre over there before and they're top notch.

I'll let you know how I get on if you like?

A mate of mine did his theory here in London, then his closed water dives in someone's swimming pool in Isleworth, or somewhere.

He then completed the fun open water bits in Mauritius (lucky fellow.)

I think most PADI schools will offer this, as PADI is modular anyway.
